COP 24: Parties yet to reach a compromise on Paris rule book

In Paris, three years ago, countries agreed to do everything they could to keep global temperature rise to well under 2°C and as close as possible to 1.5°C.
 
Now, in Katowice, Poland, with 2018 chosen by the parties themselves as the deadline for the adoption of rule book the 195 parties of the UN Climate Change Convention are gathered to agree on how they will achieve the Paris commitments collectively. 
 
The negotiations is fraught with difficulties as parties yet to agree on a set of issues.
