On Day 3 of the United Nations Climate Change Conference, super typhoon Haiyan raises American concerns over loss and damage payouts. CNM contributor Stephen Leahy reports in depth in the Guardian, and quotes an official US briefing document revealing the U.S. worries on poor nations demanding liability from developed countries. G77 lead negotiator Juan Hoffmaister comments that "major climate-related disasters are becoming the new normal" and this will need more than "ad-hoc humanitarian aid".

The World Meteorological Organization (WMO) releases its latest Status of the Climate 2013 report in Warsaw on Wednesday, showing continued sea level rise and temperature increase. It highlights the continuing high temperatures globally and many climate extremes worldwide, making low-lying vulnerable countries more prone to extreme weather events such as the super typhoon that hit the Philippines.

At the end of the day, a delegate from a small country shares his frustration from endless discussions over wording. He can't wait to get out of Warsaw and do something, he says.
