The balance between reducing pollution emissions and financial commitments made to address the impact of this pollution remains the hottest equation of the climate change negotiations. In fact, it isn't fair for developing countries to have the responsibility of filling the funding gap because they are the least responible for the emissions and at the same time are the most vulnerable to damage. This is the Egyptian viewpoint as presented by Dr. Mustafa Hussein Kamel, Minister of State for Environmental Affairs and the head of the Egyptian delegation and the Arab group at the conference.
