Three Main Narratives of Negotiations at COP28

The eyes of the world are on Dubai, where the twenty-eighth Conference of the States Parties to the Paris Convention to Combat Climate Change is taking place. Negotiations focus on key issues: phasing out or reducing the use of fossil fuels, building the capacity of local communities to adapt to climate impacts and providing financial support to vulnerable countries facing the threat of climate change.

Within the framework of this momentum witnessed by the corridors of the conference on the aforementioned issues, observers and analysts point out that the narratives that dominate the atmosphere of negotiations are divided into several main narratives, ranging from focusing on scientific evidence to the inevitability of accelerating the elimination of fossil fuels and expanding the use of renewable energies to stop climate catastrophe.
