What Kyrgyzstan's Sadyr Japarov Spoke About at COP29, the Summit of World Leaders

President Sadyr Japarov asked development partners to support the initiative to create a regional center for the implementation of energy-efficient and resource-saving technologies in Bishkek during his speech at the COP29 summit of world leaders on climate action in Baku.

He said that with global climate change accelerating, there is a need to agree on coordinated, well-funded climate action to achieve the ambitions of the Paris Agreement.

“We support the earliest possible adoption of a new collective quantitative target for climate finance and call on developed countries to increase the amount of assistance to developing countries within the framework of climate finance to $2 trillion, while facilitating access to this financing,” said Sadyr Japarov.

He noted that Kyrgyzstan has initiated a mechanism to exchange external debt for climate and sustainable development projects.

"We propose restructuring the external public debt of the republic by applying mechanisms to replace debt with specific green projects, including using the mechanism of the climate trust fund being created in the Kyrgyz Republic, from which projects in the field of ecology and sustainable mountain development will be financed. I invite interested countries to participate in the activities of this fund. Taking this opportunity, I would like to express my gratitude to Turkey and Germany, since these two countries have decided to transfer debts to "green" projects," the president added.
